Le Département accorde une grande importance aux collèges publics, avec 24 établissements, 12 300 élèves et 300 agents. Ils représentent environ 10% du budget global. Le Département met l'accent sur les repas de cantine à 2 euros, une décision politique, contrairement à la Région qui applique une tarification au quotient familial pour les lycées.
